smart cityThe idea of Smart City is a relatively new, very wide, and dynamically developing. It contains the efficient, economical and harmonious urban resource managing solutions. In the concept of Smart City, additional aspects arise, such as Smart Grid, Smart Lighting, e-government, Smart Metering, Smart Medic etc.

All these solutions have a one common goal - the use of modern technologies and tools to improve the functioning of institutions, businesses, customers, residents.

The activities in this field have been undertaken for many years and have been growing along the progress of information and communication technologies. However, currently they take the a more organized and harmonized form.

One of the most basic functional areas of Smart City is the area of technology which effectively and optimally manages the urban infrastructure. It contains among others:

  • street lighting control system (measurable savings, security and flexibility of the system, the positive influence on the environment),
  • video surveillance (improving security and communication with the inhabitants),
  • smart street parking (shorter travelling time, increased financing effectiveness of parking operating, increased occupancy effectiveness, ensuring that disabled spaces are free for authorized users),
  • information and control system of public transportation, traffic control systems,
  • the monitoring system of the private contractors of public services (increased effectiveness of the public services),

All of these systems allow to store large amounts of data, which are subsequently used for the more efficient and effective management of urban areas. As the environmental requirements and the need of cost optimization of the urban units are increasing, the use of Smart City systems becomes more and more popular, and will become inevitable in the future.

pomiary wiatruProfessional wind measurements require diligence and thorough methodology since they are crucial to a proper analysis of energy potential in a given region. A wind farm or even a single wind power station should be established only after prior wind measurements.

Here are the most important rules of wind measuring:

  • proper selection of instruments and measuring systems (high quality and calibrated anemometer in particular), 
  • proper placement of measuring devices on a mast (so that they do not interfere with one another), 
  • wind measurement should last at least 12 months (shorter periods are not representative). 

Precise measurements slightly increase capital expenditures on building a wind power station. However, they make an investment safer and allow to avoid extra costs e.g. those associated with energy production overestimation. For instance, an error of 5 % made in wind measurements of central Poland location results in approximately 25 % mistaken values for estimations of wind energy production.

Moreover, professional and documented wind measurement certificates greatly improve a possibility of acquiring a bank loan and European or non-European grants for this kind of investment.

Wind energy

Wind energy has been used for thousands of years as a source of a free propeller or transport force. Currently, the most popular way of using wind energy are wind power plants, which produce electricity. A power plant may take the form of a windmill with a capacity of 20 kW, and serve the needs of a single household. However, often big wind farms are built, i.e. coupled teams of windmills, which can produce energy with a power such as 50 MW.

In Poland there are similar wind conditions as in Germany, the European leader in solutions that use wind to produce electricity. It is estimated that as many as 2/3 of the area of Poland has favourable wind conditions. Unfortunately, we are far behind the German achievements, and the use of wind as an energy source is one of the lowest in the European Union. Undoubtedly, local climate and terrain conditions are important factors which affect the results of annual measurements of wind in the region. The profitability of investing in wind farms in the area depends on those conditions and measurements. The minimum wind speed needed to work a windmill is 2-4 m/s. The maximum safe speed is 25 m/s.

The most important environmental benefits that flow from the use of wind power are lack of emissions of greenhouse gases, including CO2, the lack of SO2, NOx and dust emission into the atmosphere, the lack of solid waste, gas, odors and sewage, lack of water and soil pollution, lack of land degradation and loss of water, which are taking place in the production of energy in conventional power plants. In addition, wind is an inexhaustible and renewable source of energy, technology brings no risk of failure such as the reactor, which is associated with the use of atomic energy. The use of wind does not decrease the level of groundwater, which accompanies the extraction of fossil fuels (coal).

Among the most important social and economic benefits are: the lack of fuel costs (this source has no risk connected with fluctuations in fuel prices and allows to eliminate the impact of fluctuations in fuel prices on the economy), the development of new technology and innovation, diversification of energy sources and reduced dependence on energy imports, especially imports of raw materials, and thus increase of the energetic security, safeguard against excessive price increases for electricity generated by conventional sources, development of infrastructure of transmission and distribution of energy and impact on sustainable development monitored by the authorities of the European Union.

From 2011 a new law regulation concerning energy efficiency will be in force in Poland. It is supposed to introduce numerous instruments enhancing a rational use of energy. One of the key elements of the planned act is the mechanism of White Certificates circulation – gaining, trading and amortisation of such certificates.

White Certificates will be awarded for diminishing of electricity consumption, limiting of transfer and distribution losses as well as improvement of the electricity production performance. Enterprises that sell electricity, heat energy or gas will be obliged to gain a certain number of certificates in order to present them to the Energy Regulation Office and have them amortised.

White Certificates should directly stimulate companies and enterprises to focus on improving energy efficiency and to acquire more awareness of the matter. It should be achieved by implementing energy-saving solutions, reasonable management and energy usage optimization resulting in cutting relevant costs.
