The act on wasted electrical and electronic equipment regulates the appropriate management of electronic waste. A number of responsibilities were imposed upon manufacturers, sellers and consumers. Manufacturers and importers of electrical and electronic equipment are obliged to enter the special register which was created by the chief inspector of environment.

The manufacturers are responsible for gathering electronic scrap and delivering it to the recycling. They are also required to provide information to the seller about the costs of recycling. Those, who are introducing the hardware can create a recovery organization that will lead projects related to the collection, processing, recycling, recovery and neutralization of waste. Recovery organizations, as well as the business itself which carry out the duties of the Act must also conduct environmental education.

Sellers are required to collect the electronic waste from users and delivering it to the recycling establishment or electronic waste collecting sites. Vendors are also required to inform consumers about the cost of recycling. Besides vendors also repair points are required to collect electronic waste. It also means that the holder of electronic waste is required to neutralize wasted electrical and electronic equipment in a manner consistent with applicable regulations. Companies collecting municipal waste and scrap collection stations, having the appropriate license are required to accept free of charge used equipment from private households.

Those who avoid environmental responsibilities have to pay very severe penalties. Dishonest entrepreneurs are exposed to a penalty, even up to 2 million PLN. Also the seller who sells the equipment obtained from the company not appearing in the register of the main environmental inspector may be punished.
