An energy certificate defines a quality of a building or a flat with regard to energy consumption. Since the beginning of 2009 an energy certificate is essential for any premises that is sold, rented or has gone through major renovation or reconstruction. This requirement has been introduced by the law regulation as a result of the European directive no. 2009/91/EU.

The main purpose for enacting this regulation was to strengthen awareness concerning energy consumption. Furthermore, rising prices of energy media can evidently influence our expenditures so it is desirable to find out how much energy our new house or flat use. Correct and reliable energy certificates provide such information.

Certificate of energy characteristics is valid for 10 years and is essential:

• when building a house – on finishing we have to enclose a copy of such certificate to the application for use permission, 
• when purchasing a house (flat) form a developer – it should be a part of documentation, 
• when purchasing or selling premises on secondary market – e.g. a bank can ask for an energy certificate to make a proper assessment of usage costs and compare them to credit capacity of a customer, 
• when renting a house or flat – a landlord is obliged to present a certificate to a tenant, 
• when renovating or reconstructing a house, which can result in a change of energy features. 

Introducing energy certificates will surely contribute to the honesty of transactions as energy characteristics is a major quality and comfort parameter. Therefore both purchasers and tenants are entitled to asking for energy certificates.

Buildings that need not have an energy certificate:

• historic, legally protected, 
• of religious or cult significance, 
• intended to be used for no more than 2 years, 
• unhabitable, of agricultural type, 
• of business and entrepreneurial type with an energy consumption below 50 kWh/m2/year, 
• habitable, but only for no more than 4 months a year, 
• detached, with a total use area below 50 m2.
